Oleksii Sobolev has extensive experience in the investment and financial sectors. He worked as an asset manager at Dragon Asset Management, served as President of the CFA Society Ukraine, and was Chair of the CoST Ukraine Multi-Stakeholder Group. He is also an Honorary Professor of Practice at the Kyiv School of Economics.
In 2015–2016, as an advisor to the Minister of Infrastructure of Ukraine, he coordinated projects aimed at enhancing transparency, open data, and improving corporate governance in state-owned enterprises.
From 2016 to 2018, he led the Prozorro.Sale project at Transparency International Ukraine, overseeing the development of IT solutions for the transparent sale of state assets.
From 2018 to 2023, he served as the Head of Prozorro.Sale SE.
In 2023–2024, he held the position of Deputy Minister of Economy of Ukraine responsible for digital development, digital transformation, and digitalization.
Since July 2024 — First Deputy Minister of Economy of Ukraine.
On July 17, 2025, he was appointed Minister of Economy, Environment, and Agriculture of Ukraine.
The Ukrainian economy operates under constant threats, but the main question is not only how to survive, but also how to seize new opportunities in a rapidly changing world. Geopolitical conflicts, the growing role of technology, and the importance of security are creating new rules of the game.
For Ukraine, this is both a challenge and an opportunity: to integrate into the global economy as a strong industrial and technological player, to attract investment into new sectors, to build models that can function even in times of crisis, and to find its place in global transformation.
The discussion will focus on how adaptation can become a strategy for growth — from security as the basic condition for doing business to using global trends as drivers of Ukraine’s new economy.
